According to sattelite imagery, the cycleway is not separated ...
It might be a JOSM bug do display it as a cycleway ... I'll check tonight on
a similar road in my neighbourhood ...

As I undertand their trademark, they only can decide the paths that are GR's
but once they call a path a GR, everybody calls it a GR and so OSM calls it
a GR ... and it goes on the map ...

Yes , they have the autorisation from the french cadastre to use the data as
a base for OSM , the same way we can use Yahoo maps.
