It might be helpful to look at http://openaddresses.io/ which is an project to aggregate address data from various open data portals. More and more cities have open data now. In Ontario openaddresses.io lists: - Burlington - Guelph - Hamilton - Kitchener - Oakville - Toronto - Waterloo - Welland
