If you are asking if we are going to just dump a whole lot of data as is in
a region, the answer is no. Each tile is going to need manual work to
determine what data(adress, building outline, building+adress) and to
verify that the data is accurate

So these could possibly be carried out by regular user accounts, not the
dedicated import accounts as required by the guidelines?

Thanks for looking into it Stewart.
Are there any examples from other exemptions that I can look at when I
bring it up?

To answer Stewarts comment about overlapping buildings.
We will be using the Tasking Manager to import small chunks of data that
can be downloaded via each individual tasks.

Only people with enough JOSM experience should tackle this type of task.

I'm the person at Peel that works with GIS data and posts data up to the
open data site so I can probably answer most questions that might come up.

Hi all,
I don’t know how familiar you are with ImproveOSM. It’s Telenav’s big data
thrown at OSM. We detect missing roads, missing turn restrictions, and one-way
streets. There is a JOSM plugin as well as a web site.
The web site is what I wanted to highlight. We are about to overhaul it and
