First off, are you using bulk_import? And trying to get road matcher
to find roads? (roadmatcher is nice BUT only for a quiet area)

1 idea is that it could be canvec roads, as we know they dont connect.
Another ideas is it could be in JOSM as its easy to select a bunch of
stuff and paste which gets off-set if not done corr
