How do I go about tagging rising bollard barriers that are used to
control vehicular access to an area of streets? There have been some new
rising bollards installed in Bath recently which block most motor
vehicles between the hours of 10am and 6pm, but which allow access at

That sounds like you need a conditional restriction on the way and probably
on the bollard node too. Most likely "motor_vehicle=no" and
"access:motor_vehicle:conditional=yes @ (18:00-10:00)".

Don't think it was spam as I think they are actually based here. If true,
this is user error in editing the road instead of adding a building/address.
