Brian, These nodes were imported as basically there was no other source at the time. We now have Bing and GSGS3906 to reference, both of which are extremely accurate. I know in my part of the world the GNS Nodes are extremely inaccurate, some are 1-10km off where they should be!! My advice

Colm, It is because no-one has added those details yet. Road sections can be tagged with what ever data we wish to tag them with. The OSM wiki describes how to use the tags. Speed on that section of way is tagging using maxspeed=* We use the ref=* tag to record the road reference number

Hi Colm, I appreciate that you have put in a lot of work adding these notes to OSM and your motivation is to help improve it. The reason a lot of us are so over-zealous is because we have also dedicated a lot of time and effort into improving the map from sources which are not prohibited.
