Hi Nick,
You should check out the private data store pioneered by HOT in Indonesia.
That was used to link private household data to OSM polygons. We're looking
to do something similar with American Red Cross data -- still at the
whiteboard stage though.

Just to reiterate Chad's points, finding a way to tag evacuation shelters
would be a huge step for humanitarian uses of GIS. The Red Cross would
definitely use that data and in fact already has plans to contribute such
data on the drawing board.
