fyi, the automatch script for importing canada's NRN datasets is
available to copy from - hopefully it can help. (to deal with
duplicates)
I still havent figured out how to get the .txt file that converts the
database file to osm tags. -the shp2osm script.

I think it would be great to get it all in as soon as possible. I do
