The ArcGIS Server used by USGS requires very precisely formed WMS requests. I haven't tried to get his to work in JOSM - just TileCache. I'll see if I can work it out this weekend. Buy me a beer in Denver and I'll figured it out then! For now, a hint - Potlatch2 style tilecaches of some of these
