Yes, that's what I meant to say. But even that's not perfect for a
P-shaped road. Essentially it's a node with only one exit.
I know at some point there was someone who had assembled a Mechanical
Turk-like proof-of-concept for tagging turning circles from aerials,
which seems like a nice project to advance, although it does rely on
positional accuracy being better than is usually the case in the raw
TIGER import.
