[Talk-us] Strange looking tagging used in Toledo at Lake Erie

At the coordinates http://www.openstreetmap.org/?lat=41.7373&lon=-83.4577&zoom=14 I saw a strange looking area. There are piers (I guess) tagged as highway=secondary. Is that right ? There are also a lot of tracks which look strange, too. WernerP __
