Folks, For any tiddler that is also a tag, you can click on it and in the drop down list of tiddlers so tagged you can drag and drop the order. So if you are using a TOC with the internal navigation, that is the selected tiddler appears to the right of the toc, it is simply a matter of

There is something like that already available. If you have an item open in the story river and you click on one of it's tags, it pops up a list of things that that tag is tagging. You can then drag items from the sidebar into the list. The dragged items will be tagged and added to the list,
