NP and BSP (National Pipe and British Standard Pipe) thread size like
1/4" NP are not really indicative of actual diameter per se, plus you
have taper seal threads (NSPT and BSPT) to bear in mind. Threads are
a subject in themselves :)

I was surprised by the 1/4 inch bit, as it seems
3/8" (nominal bore) NPT thread has an outer diameter near 5/8" and has 18
threads/inch somewhat finer than the 5/8 11 TPI used for most surveying antennae

Indeed this is exactly what is done with a pipe thread. It’s not designed to be
fiddled
with a lot. You put it together and that’s it forever and ever. Some bright
engineer
might have decided that antenna mounts fit in the same category.
My bet still would be on a tool or die that was a b

I have at least one antenna with threads that seem right but don't go in more
