I assume that you are about Navigator view in TopBraid Composer. There
is a little lock button in the toolbar of the view in the upper right
corner of the view. You click on one or several files, and click on that
button to toggle the lock on the file.

opening the TopBraid Composer with an usual workspace, all files in
the Resources pannel are blocked, the ones that I have imported and
the files that come with the workspace. So, nothing can be opened.
how can this be changed?
