Hi Fan,
This implies that the secure storage path specified in web.xml either
doesn't exist or is not writable by the tomcat service user.
Check on that, restart tomcat and re-save the password again. There
should be a file in that directory now with the encrypted credentials.

There are many layers that can bottleneck requests as you describe. Some
may be out of the context of the webapp itself (TopBraid).
Can you describe if Tomcat is directly being called for these requests - or
- is there a proxy frontend, such as Apache httpd?- if so what are the

*webapps/evn/WEB-INF/web.xml*
change auth-method from NONE to FORM/BASIC and fulfill appropriate roles
to match (in accordance with tomcat-users.xml or JNDI realm)
