This is still an issue with xenial.
The problem this causes is that on an Ubuntu Server system, installing
any package which depends on openssh-client will also pull in pretty
much the whole X11 system. Example:

After some experimentation I've found that with no 'linux-image-extra-
virtual' package installed (whether it's installed or not makes no
difference) and all other package versions at the same level the command
does work when the backing store is specified as 'overlayfs' instead of
'overlay'.

After fresh install 16.04 I can't connect to different wifi network and
if netbook lost wifi connection I need reboot it because NM can't do
