vim mis-manages modifyOtherKeys on xterms
Examining the raw I/O between this new vim and my xterm, I see that the
'r' command is now turning off modifyOtherKeys (and then back on after
the replacement character is typed). So, it would appear that there is a
fix to this upstream, and Ubuntu vim is just lacking that fix.

I cloned the vim github repo and did a default build (version 8.2.4014),
that version of vim does not exhibit any of this odd behavior. Seems
likely that either something has fixed this upstream or else Ubuntu
20.04 vim build enables some feature that causes this.

Jay Flory, your information was the key! I removed the -116 kernel and
reinstalled it, and the graphics are fine now. It looks like this was
indeed due to a timing problem between when my system got the gcc update
and the kernel update.
It appears that I'll have to reinstall virtualbox as well.
Looking at apt logs, it appears my system got a gcc update the day AFTER
the kernel was pushed out. I'll try reinstalling the kernel and see if
that makes a difference.

install packages. I am not sure you are that point yet from your
description. Once you are there, you can install an old kernel by

I can confirm a 25 second timeout by trying to connect to a VPN, either
OpenConnect or OpenVPN, and not entering my password at the prompt. I am
not sure where this timeout comes from, but it is independent of any VPN
service, so updating summary again and reassigning to network-manager.

cups isn't included in the Lubuntu "final" build. So I installed it
manually to get printing to work, and it causes this problem. Maybe
that's why they left it out! It was in beta 2 and worked ok there, it
was the 2.1.3-3 version.

It looks like LC_NUMERIC=C addresses this issue, but LC_NUMERIC is not
mentioned in the man page.
Possibly it would be sufficient to mention LC_NUMERIC in the man page.
(Though even locale(5) does not seem to adequately describe this env
var).
