My system has an external USB-connected HDD in addition to the internal HDD, both running Trisquel 7, and the internal HDD has a mostly unused Windows 7 installation that came with the notebook. Grub demands a password for the external instance of Trisquel but _not_ for the Windows 7 installa

It seems to me that you are right. For an OS all the way developed with user-friendliness as its main motif, that feature is an anti-feature.

I support a grub password, but unfortunately this version of ubuntu still have it bugged, you can test by hitting backspace 28 times and then see if the pc reboots when hitting enter, which is the case on mine :(
