Trying to send DMs to someone not follow will fail. You can reply to anyone but they won't get emails and will only see it if they read their replies. You can use the followers method to pulling everybody that is will get DMs from you. You can also use the social graph method. On Mon, Mar 16, 200

I believe you can also use the HTTP response stats code to tell if the user's DM is successful or not. If the status code is 403 (Forbidden), then in the context of DM, I believe it means the receiver is not following the sender. This way you don't need to check any condition beforehand (like foll
