I have inserted "mod.SHARED.colPos_list= 0,2" into a BE users TSconfig,
but it seems not to be working. The user sees the right column, but when
trying to create a new element in the right column TYPO3 is saving

It was added as a default wrap (v4.2 I believe) in css_styled_content
and it also handles the above/below spacing of elements using css.
Previously this was done using spacer gifs and/or empty div tags which
many people did not like. So this was deemed a better solution.

I'm not sure why this extra wrapper has been added as a default (I can think of
some reasons, I often add a wrapper like this for styling content records no
matter what type).
You can remove it by adding this to your TS template setup:
tt_content.stdWrap.innerWrap >

Isn't csc short for css-styled-content? This would suggest that the CE
is wrapped via that extension, but that it is all configurable with TS.
So I would dive into the typoscript for csc and try to see what
typoscript I need on the page to not wrap it with the default class.

You can do this many ways but the two that come right to mind instantly
are to change the entrylevel and make use of all the options in TMENU
and TMENUITEM or you can simply replace your wrap with stdWrap.datawrap
to get the data.
