i tried this, but the behaviour (the look of the two left tabs)is still the
same.
- Does it happen only in German?
- Is this related to some outdated l10n files in typo3conf/l10n/de/em ?
If so and if this can be reproduced, this may be a bug ?!?

Now i deleted the em-l10n-de.zip an received a new one.
After this everything is fine.

Yep, I understand the desire for one integrated system, we persisted
with tt-products for a long time just for this reason! But our
experience is for anything more that a fairly straight forward shop you
end up compromising functionality somewhere :)

On a TYPO3 4.5 website, I have two different backend layouts (foo and bar).
foo should be set on treelevel 0-2, bar on treelevel 3-5
Is there a way to configure the backend layouts without setting them
manually in the page properties?
