ubuntugis-unstable only has gdal, grass & libgdal-grass.
For the time being you should stick to the GIS packages in focal, they
are pretty recent.
If you need PROJ 7, you should consider getting involved helping
maintain the packages in the PPA.

the package in UbuntuGIS needs to be updated too.
Note that it only affects php-mapscript, not php-mapscript-ng. So if
that isn't built, like it is in for 7.2 in buster for example, there is
no urgency to update the package.

This process has been completed.
I have opened a ticket in Launchpad to get some more disk space for the
stable ppa so we can also complete the Trusty package move but also
start pushing Bionic packages to stable soon.
