I ran into the same problem on an Ubuntu-20.04 64bit machine.
The way I fixed it was to run:
sudo apt install libatk1.0-dev
libatk and its development package don't use matching version numbers in
Ubuntu; Not sure why.

Gnome-shell doesn't have an applications menu like you're used to. When
