Thanks to Dimitri for pointing out that the comment #2 is not designed
to actually SET the HW Clock from the host, but to ALLOW the HW Clock to
be set with /sbin/hwclock. I had completely missed this.

Re-assigning to kernel-team, as blktrace is a Universe package.
Po-Hsu Lin, does the kernel-test suite rely on blktrace for it's correct
operation, or is this an issue with the kernel-test suite?

require blktrace fixed.
