Yes, problem persists in Lucid and Meverick.
But i think i found the source of the problem. When I installed ubuntu I chose
USA layout as a default one, then after installation was complete I removed USA
layout from my users personal preferences and added 2 new ones.

I have exactly the same problem and reinstalling firefox did not help.
It started when i upgraded from Karmic to Lucid.
Symptoms: firefox hangs (not responding and colored bw by compiz) for about 30
seconds before any firefox dialog or popup opens. After about 30 seconds it
works normally.

I use only 2 keybord layouts: Estonian (US keyboard with Estonian letters) and
Russian (Russia)
But after each reboot 3rd USA layout is added to the list so i have to remove
it manually.
Problem appeared after upgrade to Karmic 9.10

I figured out the problem!
Evolution crashes when trying to retreive the incorrectly archived items from
public folders.
The reason why it crashed at startup was that the broken public folder was
added to my favorites. It seems to be a new feature of evolution exchange
plugin to display
How do I add debug symbols?
I lauched evolution from command line like this:
