My problem was a cooked port.
Replaced motherboard under warranty and the problem was fixed.
(Cheap laptop: fried the idiot USB ports again a month later - only
using mouse this time)

Still no joy on this.
Tried:
sudo rmmod ehci_hcd
On boot, modified kernel parameters by adding:
irqpoll
noapic
pci=irqroute
pci=noacpi
acpi=off
Nothing of benefit happened with any (or all) of these options.
Did find in the /media folder some empty folders: usb0 usb1 . . . usb7

But I did see that the mouse is being powered - tracker LED pulses briefly on
startup.
