Update : In Ubuntu 16.10 the webbrowser-app launches and works as expected.
There is no problem anymore when the proprietary NVIDIA drivers are in use.

I contacted the developer and now the problem is solved. Joe Talbot
fixed the issue and uploaded the new version 7.12SVN-05 (26). Upgrade
the snap package : sudo snap refresh nmap - then execute : sudo snap
connect nmap:network-control ubuntu-core:network-control - now you can
run nmap as root.

On my notebook with hybrid graphics intel chip is not affected, nvidia chip is
affected.
This is a known bug in the 346 driver release that was fixed in the 349 driver
release.
Is it possible to add the latest nvidia 349.16 driver to ubuntu restricted
repository ?

A work-around for fiesty while the bug is addressed, essentially
involves re-packaging the rhino package from source. The steps are as
follows:
Install package building dependencies:
# sudo apt-get install fakeroot debhelper cdbs java-gcj-compat-dev
Get the source:
# apt-get source rhino
so do we get a bealgle 0.2.16 backport?
i cant use the current beagle - seems it doesnt like some places in my
filesystem and stucks in an endless, cpu power consuming loop.
whats even worse, i cant remove the beagle package, and build from source,
because the ubuntu-desktop package depeds on

installing beryl-settings-bindings fixed the crash for me (i.e. the
trayicon is visible now). though beryl is using the alternate
windowmanager (metacity). if i force it to use beryl it falls back to
metacity everytime,
