I've since upgraded to the 64bit version of 8.04 and have not
encountered the problem since. Not sure if it was addressed in the
upgrade or not.

After further testing, the Human theme seems to be the cause of this
problem. Switching to other themes [such as Glider] resolves the
problem.

And a reinstall of the human-icon-theme seemed to resolve the issue,
which leads me to believe it is the human theme that is a problem, and
not the gnome-applets package.
