I have the same problem. On 8.10 scrolling was fine, but after upgrading
to 9.04 it is annoyingly jumpy and slow when scrolling up and down. This
happened on all three of my computers that I upgraded. I have tried
firefox and 3 or 4 other web browsers and the result is the same.

When testing the at command in a console, I got this after upgrading
to Intrepid:
Cannot open lockfile /var/spool/cron/atjobs/.SEQ: Permission denied
The /var/spool/cron permissions are as expected (see
/var/lib/dpkg/info/at.postinst for more info).

In Jaunty it still doesn't work... My laptop restarts when I'm trying to
sleep its, and then hung. As I understand almost all latest LG laptops
by the way which very popular in exUSSR countries, don't work normally
with Ubuntu/Linux kernel.

@Jonathan: Yes, I agree that this is clearly related to the
NetworkManager. That said I'm not convinced that is an actual bug in
Network Manager. For example; compare to sshd, which doesn't have any
trouble with Network Manager and its ipv6 behavior.
Anyway, I'm changing the Status to Confirmed.
