I've got an update. I'm able to change the brightness now inside X (running
gnome).
Running Ubuntu Jaunty and having the latest official nvidia drivers installed,
you can set the brightness with the utility `nvclock` (got v0.8-Beta4).

Had similar problem here (RAID 1, upgrade to 9.04, and fail to boot).
Tried to boot from one of my older kernels, and realised that the
upgrade process had removed most of my historic kernels on the boot
drive.
The realised I was still booting from kernel 2.6.27-14, but that I now
also had 2.6.28

I have the same issue on a Dell Mini 12, Jaunty lpia architecture. The
native resolution is 1200x800 but it was defaulting to 1024x768 which
stretches and blurs the graphics horribly.
I got a non-squished resolution by downloading a dpkg of 815resolution
from an old i386 version of Ubuntu, but the
I was able to get Evolution working again by renaming the .evolution
directory and then restarting. No big deal since I had only been using
it a few hours and my messages were still on the my email servers.
Unfortunately while I was trying to recreate the bug I accidently wrote
over the old .evolu

I am seeing this identical problem on an Ubuntu Server 9.04 (Jaunty)

I made a mistake. There 8 levels of brightness reported, and the brightness
pop-up also shows 8 levels correctly.
The problem is that one level is sometimes jumped over randomly. I'll read
the link you sent more carefully again and try find the source of the
problem.
