I was able to use your steps except substitute these for #4.

What is happing to me is similar but slightly different. If the file is
local it will return the same local directory. But when I am editing a
remote file, save as returns the default document directory.

kate does not use the previous file directory in the save as dialog
Note that this is only if /sbin/mount.cifs isn't present (smbfs not
installed).
For root CIFS mounts, mount.cifs helper is called when present,
otherwise only mount and kernel magic is used to mount the
filesystem... and they don't know about sensitive options to scrub.
