Tested with daily iso 20100223.2 and there are still problems.
The ValueError is removed, now /var/log/oem-config.log just contains Ubiquity
2.1.27 (oem-config) six times. The result is still the same though. X does not
start and there is no dialog for entering username.

I tried doing what you asked but it did not go away. Besides that
command stays in the foreground and does not return control back to me
unless I terminate it with Ctrl+C. Even if I put it into the background
top still shows udisks-daemon as being the no 1 process always.

Yes, it's a very strange bug :)
1) I launch cairo with cairo-dock -o
2) I am using Ubuntu 9.10
3) Graphic card is ATI Mobility Radeon HD 4500, i am using the latest driver
from ATI/AMD
4) attached the text output of :
$ cairo-dock -o - output1.txt
$ cairo-dock -O - output2.txt
$ cairo-dock
