Thanks both for your efforts to improve Ubuntu by reporting this issue!
It looks like the LANGUAGE environment variable somehow is assigned some
odd value, with non-ascii characters, which appears to be the reason for
the crash. There should be a line in the .profile file in your home
directory
I solved the problem by editing /etc/default/apport.
In the line enabled=0 I just turned 0 to 1 and got rid of the message.

I can confirm this. It happens when the panel is at the right, not at the
bottom. The layout changes between one-column and two-column layout whenever
certain windows are activated or when I click on the panel. It's especially
annoying because it's often not possible to click on a task button

something easily done. Jason says that forwarding XDnD is unreliable and
as such this would require server side input redirection. I'll talk to
the relevant X people once they're back from XDC to see what was needed.
