For me on the nexus 7, double-tap doesn't work even in mouse settings.
When I try 'Test Your Settings' it only ever detects a single click for
a double-tap, even if I set the double-click speed to the slowest
possible (or the fastest possible).

At first I could not reproduce this, but now I can make it happen, at
least sometimes. I think the difference may have been that with the
Launcher always visible, I didn't see the bug. Letting the Launcher
hide and appear on demand, I can hit the bug sometimes. That might make
a little sense, if

I get a segmenation fault like in your case :(
