I was able to complete the installation by re-installing the 3.8.0-19-generic
kernel using apt-get install , then I did an
apt-get update
apt-get dist-upgrade -y
and the installation seems to be fine.
I have no indication which I understand as to why the problem occurred,
but my Xubuntu
I found that I have TV connected to S-Video output of my Nvidia videocard.
In that two monitor configuration there is no gnome-panel on both screens.

I just installed Unity 7.0.0daily13.06.19~13.04-0ubuntu1 and this does
not really fix the bug. Instead of the panel shadow being drawn
continously above fullscreen apps like Totem when notifictions or right
This sounds more like the kernels built in screen save option. It can be
disabled with 'setterm -powersave off -blank 0'
I would write a patch for this, but in my opinion, I think its much better to
destroy the users install over destroying the users monitor. Therefore I
