Thanks. I gave them a call, but then I noticed a new BIOS was posted.
Unfortunately it looks like I'll have to reinstall Windows in order to
flash it. I did not see anything directly related to this in the release
notes, but I'll give it a try.

This is a problem with apache itself, and not with phppgadmin.
For some reason, /var/log/apache2/ is not writable by apache. You need
to have a working apache2 before you can set up and use phppgadmin.
Maybe you can just delete the log/apache2 directory and reinstall
apache?
