Firstly, it does not look like you are using the official raspberry pi
kernel for Xenial. Your kernel is 4.1, and the Xenial kernel is 4.4, so
it is possible that the kernel you are using does not have the required
apparmor bits that Ubuntu needs.
As for the error, does journalctl contain any more
I'm confirming that it's reproducible in 3.13.0-106-generic and
3.13.0-107-generic (although it seems to happen much less often).
I will run on 3.13.0-100-generic for a while to be sure it works well
and to (try to) rule out the possibility of a hardware fault.

To be fair $PARAMS without quotes works for the other parameters, but it
doesn't for values containing spaces like the PostgreSQL connection
info. A work around is to use a URL for PostgreSQL, which does not
contain spaces instead.

I can confirm that updating my Ubuntu GNOME 16.04.1 install with
-proposed enabled brings in gnome-maps.
