Sounds like GDM's KMS detection needs improving. Finding a KMS device is
not sufficient for choosing Wayland over Xorg. GDM should be checking
for a monitor plugged into the KMS device too. And if that's not found
then fall back to Xorg.

I'm runnin version 16.04 XCFE 4.12 distributed by XUBUNTU.
I had the same issues with the disappearing menu items after I had
changed a few items such as installing GNURadio,Python, QT-5, Kicad and
other applications such as the Libre Office Suite.

light up every 2 minutes if the mouse is inactive (not moved). It can
therefore take up to 4 minutes before the LEDs light up the first time.

I did not uncomment #WaylandEnable=false as mentioned in comment #8. I
think Sebastien was right but the grub modification was required. I was
able to boot by adding nomodeset to grub. Wayland session was filtered
out. Perhaps this is a workaround.

I will confirm this happens to me sometimes also on 16.04 on several different
machines.
I have debugged as well and will also confirm it has to do with the file dates
and how long an update takes, so it is not easily reproducible. But the logic
flow shows how it can happen.

This issue is present on an artful daily build as well. gdm3 somehow
overrides variables set by ~/.pam_environment. (With lightdm it works as
expected.)
It should be noticed that the issue is present whether g-c-c or
language-selector is used to change the display language.
