I'm not entirely sure what you're experiencing here. Note that this file
is a conffile, so removing it is a local configuration choice that will
be preserved during upgrades or reinstalls. The only way to restore a
removed conffile from my understanding is purging and reinstalling the

So I patched the 4.15.0-15-generic kernel from kernel.ubuntu.com with
the supplied patch and then intstalled the kernel on my 16.04 xenail
laptop and everything works as it should. The display came up, the touch
pad is responsive and working normally. I have enclosed my dumps of
lswh, lspci, lsmod
i tried but can't reproduce this bug. Maybe i didn't restart before. im
not sure.

The images that we produce are bootable images which, if copied directly
to a USB stick, do not have this error.
But you are using some other tool to write the image to a USB stick,

Yes, I think a version between 16.04 and 18.04 added this (Don't
remember what version).
If someone installs libnss-resolve it will modify nsswitch
automatically.
I think we can close this ticket since it does not apply to a default
configuration.
Also I think /etc/hosts is not empty by default
