I cannot think of any reasons why the the /var/lib/shim-signed/dkms- list.new file is missing. I'm running 18.04 on a Lenovo Y50 UHD dual- booted with Windows 10. I'd be happy to post outputs of any commands if you can think of any that may help diagnose the issue.
