Thanks Kai-Heng. Tested 5.4-rc4 but still the same issue. Cannot boot up
using this kernel. Also tried on a 14inch version of the same laptop
with the same error. There is some kind of timeout (shown in the dmesg
attached) but I don't understand what is causing it.

here is the solution!
remove pnp_acpi=off and add acpi_iso=Linux
Booted into graphic mode and keyboard and touchpad are working, after 2.5 years
BTW, I am using Ubuntu 19.10 which has nvidia drivers OOTB.
Here is my full grub config:
GRUB_CMDLINE_LINUX_DEFAULT="nomodeset
The permission is set to 0 on a purpose -- to prevent runtime changes.
The parameter can be still used on modprobe/insmod or on kernel command
line.
