I retried this (upgrades and install) a few times on xenial containers but
never hit this.
You could try to re-install and fix up packages in general via:
$ apt install --re-install libpq-dev
$ apt install -f

happened? Could you try to edit kernel boot parameters at grub, remove
"quiet splash", and add:
