I can confirm that the issue exists in Lubuntu 18.04.2, Lubuntu 18.10,

I can confirm this bug. I have installed Lubuntu 14.10 on two PCs and in
both installations guvcview crashes on launch attempt in 100% of cases.
It doesn't matter if it is launched from the menu or the command line.
