As a first step we should talk about Ubuntu packages from the main
repository.
I don't know if Ubuntu package mainainers will be happy to patch each
package so that it will not build the HE translations.
ttt-freefont is part of ubuntu-desktop metapackage.
Have you encountered similar problems with other applications from
Ubuntu ?
Have you tried accessing that page with other browsers like epiphany or
chromium ?
We should find out if this is a Firefox or a generic problem.

The translation domain is still „flex” so we should see a flex.pot file.
The source package should be patched to use a flex-old domain, otherwise
we will have a conflict with the newer version of flex.
I don't know if it's worth fixing this package.

Thank for taking the time to report this bug.
I tried looking after "Aller au bureau 1" in kwin.po but I was not able to find
them. Also the diff does not look like a fix for duplicate strings.
There are only strings like "Aller sur le bureau 1" and they look just
like the upstream

The po.old folder is created at build time and server as a temporary
storage for patched PO files.
No .pot file is copied into po.old
We should find out why those PO are applied as a dirty little patch and
are not included upstream.
I will tag this as a task and try to talk with Michael Vogt abo
Reading the upstream bug and since there is no plan how this problem
should be fixed I think we can mark it as wishlisth.
Meanwhile we can talk / implement a workaround by not distributing RTL
translations for CLI apps:

depends on ttf-farsiweb and ttf-sil-scheherazade
Also it looks like Nazli font is shiped with ttf-farsiweb
Basicaly, from the point of view of Persian language support there were
