For those like me, who have no idea what to do with udev rules, here are
step by step intructions to fixing this problem:
hit alt+F2 for command line (or open a terminal if you prefer).
paste this command for gedit to open the rules file with root:
# gksu gedit /etc/udev/rules.d/70-persistent-c
I have one of these, and can confirm scrolling does not work. There
already seems to be a kernel module for this. It should at least be
available as a package.

I use ubuntu 9.10 with 2.6.31-20-generic for navigating my sailboat with
Opencpn and a Garmin GPS (60CSX). Garmins latest driver use
/proc/bus/usb/ to mount. I use these commands to be able to read GPS
data.
gksudo modprobe garmin_gps
sudo mount -t usbfs none /proc/bus/usb/
I've just updated my 10.04 alpha and the problem went away. It seems the
daily update has some kind of fix for this bug.
Cpu usage levels are normal 0-1% (against 10-20% before), when the
computer rests. udev functionality is ok too as udevadm monitor doesn't
report a loop.

Even though all the corruption stopped everything simply feels more
sluggish, mostly with the little things. For instance windows don't move
nicely it seems like every moment there's a very small bounce as if the
vsync is out. (with compiz enabled)

The card has 64mb of ram built into it
Confirmed, pressing the wireless disable/enable button springs it back
to working state.
For some reason the systems boots with the device disabled...

Even in Sweden we find the same problem. I have used Ubuntu 7.04 and
Xubuntu without problems. After that I installed Kubuntu. After some
updates this problem starts. I cannot use Ubuntu 7.04 or Xubuntu if I
will not write in terminal, init 3 or init5 or sometimes I use reboot,
it does not matter.
It looks as though 0.10.x is being merged into the feisty tree. See bug
#88680
