I Updated the bios to the latest available from lenovo. The problem re-
occured but the machine was in use at the time by someone else so was
unable to get any logs from it. However logging the user account off and
then re-logging in fixed the immediate issue.

problem. I had the input microphone volume for both the internal mic and
the docking station mic ( which I have not got) in the sound preferences
set to mute. As soon as I changed that to a low level but not 0 level

I think the bug is that for a non-command line user, the system should
remember the state of bluetooth. There are multiple ways of working
around this problem but these do not address the core issue that unless
you want to get into command line stuff then there is no way to stop
bluetooth starting
Doesn't require a reboot just a logout and log back in.
On my machine Lenovo t61. to recreate, add UK keyboard, delete USA keyboard.
logout and back in. USA keyboard now reinstated .
Makes no difference if systemwide settings are used or not.
Natty Beta 2 with all current updates as of 14.10 BST
Usually just after power on or after a sleep and resume. However have
not seen this for a day or two now.

In my case its the power manager icon keeps appearing and disappearing
