I disagree, if the problem exists without compiz, then it is not a
"main" problem with compiz.
The issue lies in the driver.

I have had more time to test this on another computer.
Both R7** and R8** suffer from tearing with fglrx proprietary drivers.

After further investigation, it appears as though this affects the Live
CD only. The alternate install works perfectly with RAID array creation
even when Ubuntu is installed.
It appears as though the Live CD does not officially support software
RAID array creation, see:

I have had more time to test this on another computer.
Both R7** and R8** both suffer from tearing with fglrx proprietary
drivers. The standard drivers do not suffer from this issue.

I also had this issue. I searched Google after seeing that error and
came to this page.
I fear most people wouldn't think of searching Google and would go back
to Windows saying "Linux sucks" or "Ubuntu sucks" because they see an
error that has very little meaning.

In compiz I have tried changing the settings such as the frequency
slider and Sync to vblank but they make no difference.
In the effects off I mean in System > Preferences > Appearance. I tried
all 3, they all have some degree of tearing with "Extra" being the
worst.
