ovs agent is stuck with OVSFWTagNotFound when dealing with unbound
Tested on focal with neutron package 2:16.3.1-0ubuntu1.1 and the test
case is successful
* Deployed environment with dvr l3ha and centralised neutron snat
gateways.
* Floating IP agent gateway exists on all nova-compute nodes (4) and
neutron-gateway nodes (3) after launching VMs on all compute
The fix is available in Ubuntu neutron packages in Hiruste, Groovy,
Focal and UCA Victoria, Ussuri. Marking them as Fix released.

To manage notifications
Verified the test case on 4 environments and installed the new packages
and restarted neutron-server service. The connections towards OVSDB are
reconnected and VMs are launched without any issues
* bionic ussuri (ussuri-proposed)

* focal victoria
The test case is verified on xenial-queens with queens-proposed packages
and the external access to VM is restored once the router is re-enabled.
