I just ran into this on an upgrade from Hardy (8.04) to Lucid (10.04). The issue was that when the mime module was first enabled, mime.conf didn't exist and so wasn't symlinked into /etc/apache2/mods-enabled/. Running `a2enmod mime` fixed it, but perhaps this should be fixed in the lucid apache2
