I've discovered a bug in Lapack 3.4, which affects all recent versions
of Armadillo. I do not know whether the bug is present in other versions
of Lapack. It seems that Octave and SciPy developers also ran into this
bug.

I'm the Debian maintained. This will be going to unstable; I an merely
waiting for the release managers' permission to upload since gdal and
dolfin depend on armadillo.
Both gdal and dolfin require a binNMU, that's all. But the release team
is backed up, so I am waiting for their go ahead. This
is now 3.9.5 (no changes needed)

While I have nothing against generating the static library, it's against
(Debian) policy to generate just a static library alone... That doesn't
apply in this case, since we are considering an additional static
library.

While I agree with Stefan, I just wanted you to know that the gfortran
transition is almost complete in Debian, and will definitely happen in
Ubuntu sometime. Moreover, the Blas and Lapack which are used by doko's
packages (e.g. numpy) have made the switch already.
